Employers doing business with state agencies through contracts, subcontracts, leases, subleases, permits, or licenses must pay employees a minimum of $15 per hour worked.

The $15 minimum wage adjusts annually each December based on cumulative increases in the consumer price index for all urban consumers, measured by the U.S. Department of Labor.

Tips and gratuities cannot be credited toward or offset against the required wage rate, except the wage may be waived by a clear and unambiguous bona fide collective bargaining agreement.

Employers entering new or expanded concession contracts with state agencies must retain workers from prior concession contracts for at least 120 days, with termination only for cause and retention based on seniority if positions are limited.

Applies to all state executive departments, independent commissions, boards, bureaus, offices, the judiciary, the University of Hawaii, and quasi-public institutions supported in whole or in part by state funds.
