Requires the Hawaii Department of Health to issue a certificate of stillbirth upon request of parents named on a fetal death certificate.

Certificates may be requested and issued regardless of when the original fetal death certificate was issued.

Certificate shall include the name given to the stillborn fetus if requested by the parent or parents.

Defines "stillbirth" as the unintended intrauterine death of a fetus occurring after the clinical estimate of the twentieth week of gestation.

Appropriates funds for fiscal year 2020-2021 to modify the fetal death reporting system, certificate ordering system, and retain necessary personnel; effective July 1, 2050.
