Increases annual community forums held by the Board of Education from one per county to a minimum of six statewide, with at least one forum required in each county.

Designates less than a quorum of board members to attend each community forum, which shall not be used for formulating educational policy.

Classifies community forums as permitted interactions under Hawaii's open meetings law (section 92-2.5) without requirement for advance public notice, provided no voting commitments are made.

Requires Board of Education to include an open forum period at the end of each regular public meeting for public testimony on non-agenda matters related to the Board's jurisdiction, effective through June 30, 2025.

Mandates the Board report to the legislature by twenty days before the 2021 legislative session on efforts to implement open forum policies.
