Amends Section 302D-29.5 to authorize legislative appropriations and bond authorizations to the state public charter school commission beginning in fiscal year 2020-2021 for design, planning, construction, repair, maintenance, and rental or lease of public charter school facilities.

Appropriates general revenues to the state public charter school commission for infrastructure costs, lease or rent assistance based on charter school need and financial performance, and repair and maintenance of network infrastructure.

Establishes that charter school facilities funding shall be separate from and in addition to appropriations made pursuant to Section 302D-28.

Prioritizes allocation of funds through the charter school facilities funding working group to address health, safety, legal compliance, instructional space, food services, and restroom facilities.

Takes effect July 1, 2050.
