Requires the State Foundation on Culture and the Arts to erect multiple life-size permanent monuments at appropriate locations throughout Kauai to memorialize the victims of the September 9, 1924 Hanapepe Massacre and honor sugar plantation laborers.

Mandates installation of a permanent display at Lihue Airport consisting of plaques or photographs depicting the history of events leading to the 1924 Hanapepe Massacre.

Directs the foundation to support production of a thirty-minute documentary film, creation of an island-wide traveling exhibition with "talk story" events, and publication of a comprehensive compendium about the massacre for public access.

Appropriates $450,000 from general revenues for fiscal year 2020-2021 to fund the documentary film, traveling exhibition, "talk story" events, and compendium publication.

Takes effect on July 1, 2020.
