HB2518 Summary

• Authorizes the Director of Finance to issue general obligation bonds for water infrastructure projects on Maui to address groundwater contamination, algae blooms, and coral reef damage caused by injection well disposal of over 8.7 million gallons of treated water daily.

• Directs bonds to the County of Maui for upgrading the R-1 water delivery system to enable distribution and storage of reclaimed water for agricultural irrigation, landscaping, and emergency firefighting purposes.

• Directs bonds to the Department of Land and Natural Resources for upgrading nine water reservoirs in forest watershed areas: Field 140, Mahinahina, Crater, Kahoma, E-2, Makila, Kauaula, Olowalu, and Ukumehame reservoirs.

• Appropriates funds for plans, design, land acquisition, construction, and equipment for all projects in fiscal year 2020-2021, with unencumbered moneys lapsing on June 30, 2022.

• Takes effect July 1, 2020.
