Establishes a mental health first aid training program under the Department of Public Safety for public safety personnel in district and family courts who handle restraining and protective order proceedings.

Requires mandatory eight-hour interactive training courses to be completed triennially (every three years) on recognizing and responding to mental health crises and disorders.

Training must cover identifying mental health crises and illness, recognizing behavioral patterns, providing assistance, guiding individuals to professional help, offering comfort, preventing deterioration of conditions, and promoting recovery.

Includes instruction on providing referrals to trained outreach workers and information about mental health resources.

Takes effect upon approval.
