Provides civil liability immunity for veterinarians who render emergency care to sick or injured animals in good faith without compensation, except in cases of gross negligence or wanton acts.

Allows licensed veterinarians to provide emergency treatment to animals without establishing a formal veterinarian-client-patient relationship when timely establishment is not possible, with immunity from civil liability except for gross negligence or wanton acts.

Requires veterinarians to promptly report to law enforcement any reasonable suspicion of animal injury or death related to dog fighting (HRS §711-1109.3 and 711-1109.35) or animal abuse or cruelty (HRS §711-1108.5 and 711-1109).

Grants veterinarians immunity from civil liability for making reports of dog fighting, animal abuse, or cruelty in good faith.

Requires veterinarians acting under emergency care provisions to maintain appropriate records documenting the basis for proceeding without an established client-patient relationship; effective July 1, 2150.
