Removes the $3,000,000 annual expenditure cap on funds the University of Hawaii Board of Regents can authorize from the University of Hawaii tuition and fees special fund for the University of Hawaii Foundation.

Requires the University of Hawaii to submit a comprehensive report to the legislature no later than twenty days prior to each regular session detailing all fund expenditures.

Report must identify each department of the University of Hawaii Foundation supported by the fund, describe their purposes and fundraising activities, and provide total expenditures by expense category.

Report must identify all transfers to university funds with justification, provide a financial summary of the Foundation's operating activities, and identify all expenditures from the University of Hawaii support fund.

Takes effect on July 1, 2050.
