Authorizes the Director of Finance to issue $1,000,000 in general obligation bonds for fiscal year 2020-2021 to fund state archives capital improvement projects on Oahu.

Appropriates $1,000,000 for development of a state archives master plan including expansion and creation of collections processing and storage, administrative, public research, exhibition, and community engagement spaces.

Directs the Department of Accounting and General Services to expend the appropriated funds for the capital improvement projects.

Provides that appropriated funds shall not lapse at the end of the fiscal biennium except that any unencumbered moneys as of June 30, 2022, shall lapse on that date.

Takes effect on January 1, 2050.
