• Appropriates operating and capital improvement grants for fiscal year 2020-2021 pursuant to Chapter 42F, Hawaii Revised Statutes, from various funding sources to state and county agencies

• Establishes definitions for expending agencies (state departments, counties, quasi-public institutions), means of financing (general funds, special funds, bonds, federal funds, etc.), and program identification codes

• Authorizes capital improvement projects across multiple categories including economic development, employment, transportation, environmental protection, health, social services, education, culture and recreation, public safety, and government-wide support

• Allows the governor to transfer appropriated funds with approval to the Supplemental Appropriations Act of 2020 and Supplemental Improvements Act of 2020 for program execution

• Permits agencies to delegate implementation of capital projects to other state or county agencies, supplement project funding across cost elements within approved totals, and acquire private lands for federal land exchanges with appropriate approvals

• Takes effect July 1, 2020
