Amends Hawaii Revised Statutes Section 11-118.5 to require that the language and meaning of proposed constitutional amendments and ratification questions be "as simple, concise, and direct as possible considering the complexity of the subject matter" rather than merely "clear and not misleading or deceptive."

Adds new subsection (7) to Hawaii Revised Statutes Section 602-5 authorizing the Hawaii Supreme Court to issue written opinions on whether proposed constitutional amendments and their corresponding ratification questions comply with the simplicity and clarity requirements of Section 11-118.5.

Allows the President of the Senate, Speaker of the House of Representatives, or both to request written opinions from the Supreme Court regarding proposed constitutional amendments and ratification questions.

Requires the Supreme Court to render and deliver a written opinion within 14 days of receiving a request for such an opinion.

Prohibits any appeal of decisions established in written opinions rendered pursuant to this new authority.
