Amends Section 281-59 of Hawaii Revised Statutes regarding liquor license applications and hearings by the liquor commission.

Exempts class 1 licenses on agricultural land (as designated by state or county zoning) from automatic refusal when a majority of nearby voters or property owners file protests, provided the majority of agricultural products used in manufacturing are grown and produced in Hawaii by the license holder.

Clarifies that protests must be filed pursuant to Section 281-58 and establishes that the commission may still grant or refuse applications at its discretion when the exemption applies.

Maintains existing provisions regarding protest lists, master lists, voter registration verification, and rehearing procedures for liquor license applications.

Takes effect July 1, 2050.
