Authorizes county directors of finance to withhold issuance or renewal of vehicle registration certificates until the county is reimbursed for all costs related to abandoned vehicle disposition, including towing, storage, processing, and disposal charges.

Makes abandoning any vehicle on public or private roadways or property without owner consent a misdemeanor punishable by a $250 fine for the first offense and $500 for each subsequent offense.

Requires courts to report abandonment convictions to the county director of finance, who may revoke the violator's driver's license for up to three months or prohibit registration of any vehicle owned by the violator for up to one year, or both.

Authorizes counties to adopt rules for assessing and collecting fees, fines, and penalties related to towing, storage, processing, and disposal of abandoned and derelict vehicles.

Effective date: July 1, 2050.
