Authorizes the Department of Labor and Industrial Relations to issue an order of wage payment violation to employers who violate wage and hour provisions under Chapter 387 or 388, Hawaii Revised Statutes, or related administrative rules.

Establishes a 20-day appeal period for employers to challenge the wage payment violation order with the director, followed by a hearing before a hearings officer within 30 days with a decision rendered within 30 days after the hearing concludes.

Allows the director to withdraw, modify, or remit penalties if good cause is shown and the employer complies with wage and hour requirements before the order becomes final.

Imposes employer liability for unpaid wages plus 6 percent annual interest from the date wages were due, and a penalty of not less than $500 or $100 per violation, whichever is greater, with penalties deposited into the labor law enforcement special fund.

Expands the definition of "wage" to explicitly include compensation for labor or services rendered, whether calculated on a time, task, piece, commission, or other basis.
