Amends the definition of "wages" in Hawaii Revised Statutes Section 388-1 to explicitly include paid time off, personal time off, holiday pay, sick pay, and vacation pay earned and payable under an employer's policy or written agreement.

Clarifies that "wages" includes the reasonable cost to employers of furnishing employees with board, lodging, or other customary facilities, as determined by the director under chapter 387.

Maintains the existing exclusion of tips or gratuities from the general definition of wages, except for purposes of Section 388-6 where tips and gratuities are included as wages.

Takes effect on July 1, 2020.
