Amends theft in the second degree offense under HRS section 708-831 to include theft of property commonly used to store items of personal or monetary value, such as purses, handbags, or wallets, regardless of the value of items contained within.

Creates a new offense of theft of a bicycle defined as a human-powered vehicle with two tandem wheels or a low-speed electric bicycle, with first offense as a misdemeanor and second and subsequent offenses as class C felonies.

Requires property owners to hold illegally parked bicycles found on their property for seven days, after which the bicycle becomes the property of the owner.

Defines "bicycle" to exclude toy bicycles with seat heights of 25 inches or less, as well as scooters and similar devices.

Takes effect on July 1, 2050.
