Imposes a 1% crime prevention reward fee on all persons convicted of any felony and required to pay a fine, rounded up to the nearest dollar, in addition to any other surcharges or fees.

Establishes a crime prevention special fund administered by the Department of the Attorney General to receive all collected reward fees and accrued interest.

Directs the special fund to compensate individuals who truthfully report felonies that result in conviction, provided they fully cooperated with testimony and were not themselves convicted as the offender, accomplice, accessory, or for solicitation or conspiracy in the felony.

Creates a crime prevention reward task force chaired by the Attorney General with members including the Chief Justice, Director of Finance, Public Defender, and Honolulu Prosecuting Attorney to review and make recommendations on administering the reward fee program.

Requires the task force to submit findings and recommendations to the Legislature no later than 20 days before the 2021 regular session convenes, with the task force dissolving on June 30, 2021; the fee provision takes effect July 1, 2021.
