Creates a new misdemeanor offense of promoting a dangerous drug in the fourth degree for knowingly possessing any dangerous drug in any amount.

Amends promoting a dangerous drug in the third degree to apply only to possession of one-sixteenth ounce or more of methamphetamine, heroin, morphine, cocaine, or their respective salts and isomers.

Applies retroactively to June 1, 1972, making all prior convictions under the third degree offense treated as misdemeanors rather than felonies.

Establishes that incarceration for low-level drug possession is costly and ineffective, citing $13 million annually spent on enforcement and national research showing no significant reduction in drug use rates.

Redirects resources from lengthy incarceration to alternative sentencing options and treatment programs to reduce prison overcrowding and improve public safety outcomes.
