Adds new section to Hawaii Revised Statutes authorizing the Hawaii Community Development Authority to approve residential development plans on Office of Hawaiian Affairs lands in the Kakaako community development district.

Requires the Office of Hawaiian Affairs to conduct a public hearing with at least 30 days' notice before submitting any residential development plan or proposal to the authority for approval.

Public hearing notice must include the date, time, and place of the hearing; a statement of the hearing topic; and information on how and where the public may view the residential development proposal.

Exempts Office of Hawaiian Affairs residential development in Kakaako from public facilities dedication requirements that normally apply to developers under section 206E-12.

Takes effect upon approval.
