Prohibits Hawaiian home lands lessees who sell or transfer their lease interest from obtaining a subsequent lease for the same class of land.

Creates two exceptions: the prohibition does not apply if the subsequent lease is acquired pursuant to section 209 of the Hawaiian Homes Commission Act, 1920, or if the prior lease interest was a partial interest held jointly with other lessees.

Addresses the legislature's concern that eligible native Hawaiians on the waitlist are being denied leases because previous lessees are repeatedly obtaining multiple leases for the same class of land.

Takes effect July 1, 2050, and requires approval by the Governor and consent of the United States.

Does not affect rights, duties, or proceedings that matured or began before the effective date.
