Establishes an autonomous vehicles testing pilot program within the Hawaii Department of Transportation

Permits autonomous vehicles to be tested on any public road in the State, with a conventional human driver required to remain physically present in the vehicle at all times to intervene if necessary

Authorizes the Department of Transportation to adopt rules regarding autonomous vehicle testing and to determine which entities are permitted to conduct such testing

Requires the Department of Transportation to submit a report to the legislature no later than twenty days prior to the 2023 regular session with findings, recommendations, and proposed legislation regarding the pilot program

Report must include a recommendation on whether autonomous vehicles are ready for full deployment in Hawaii and address safety and feasibility issues
