• Appropriates general revenues for fiscal year 2020-2021 to fund staffing positions for the Department of the Attorney General's organized crime unit, which currently exists in name only without operational staff.

• Creates 8 full-time equivalent positions: 2 deputy attorney general positions, 4 investigator positions, and 2 service coordinator positions.

• Authorizes the organized crime unit to develop tactical and strategic intelligence, control the spread of organized crime activity, and provide technical assistance to county law enforcement agencies in detecting and prosecuting organized crime.

• Addresses the legislature's finding that organized crime contributes to property and violent crimes on Oahu and that law enforcement needs better tools to identify and prosecute organized crime members.

• Takes effect on July 1, 2020.
