Establishes a blockchain working group within the office of enterprise technology services to develop a recommended definition for blockchain technology and provide recommendations for its use by individuals, businesses, and state agencies.

Working group membership includes the chief information officer (chairperson), directors of business/economic development, taxation, commerce/consumer affairs, the board of land and natural resources chairperson, Hawaii technology development corporation CEO, and other agency representatives deemed appropriate.

Chairperson may invite representatives from technology companies, blockchain experts from non-tech sectors, small/medium/large businesses, academic researchers, nonprofit organizations, and rural/urban stakeholders with blockchain knowledge.

Working group must submit a report to the legislature no later than 30 days before the 2021 regular session convening, including a blockchain definition, opportunities for use, and proposed legislation, then cease to exist on June 30, 2021.

Appropriates funds from general revenues for fiscal year 2020-2021 to support the working group, with appropriation effective July 1, 2050.
