Establishes an abandoned and derelict vehicles task force within the Department of Transportation to make recommendations for proper identification and disposal of abandoned and derelict vehicles on state highways.

Task force shall compare statutory definitions of "abandoned vehicle" and "derelict vehicle" and determine methods for identifying whether vehicles left on freeways are abandoned or derelict.

Task force membership includes the Director of Transportation (chair), the mayor of each county (or designee), a representative from each county police department, and an invited representative from the automobile towing industry.

Task force must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2021 regular session convenes.

Appropriates funds from general revenues for fiscal year 2020-2021 to administer and operate the task force; effective July 1, 2050.
