• Amends Hawaii Revised Statutes Section 102-10 to expand state and county government discretion in modifying concession contracts when significant hardship occurs.

• Defines "significant hardship" to include: business volume reductions of 15% or more for 60+ days (or 5-14% for 100+ days); construction delays exceeding 30 days; unexpected circumstances like tariffs or construction problems; defaults or transfers of concession locations; or unequal relief terms compared to other concession contracts.

• Allows state and county officers, with gubernatorial or county executive approval, to grant relief through contract modifications including adjusted rent, term extensions (up to 50% of the 65-year maximum), or assumption of the contract by another operator.

• Requires officers granting relief to document in writing the duration and extent of hardship, relief granted, and reasons for granting relief.

• Takes effect January 1, 2050.
