Creates new offense of urinating or defecating in a public place within business district boundaries, punishable by fine of no more than $100.

Applies to intentional or knowing acts in public places or areas likely to be observed by the public, including streets, sidewalks, parks, parking lots, and commercial buildings.

Exempts individuals with medical conditions verified by a licensed physician and those using appropriate restroom or toilet facilities.

Defines "business district" as territory within 600 feet of a highway with buildings used for business or industrial purposes occupying at least 300 feet of frontage on one or both sides.

Effective date of July 1, 2050.
