Campaign Spending Commission shall conduct a study of campaign finance provisions in Hawaii Revised Statutes and Hawaii Administrative Rules.

Study must evaluate unnecessary barriers imposed by existing provisions, penalties, contribution limits, and late contribution rules.

Study must assess campaign finance reforms needed for mail-in voting and consider whether different reporting requirements should apply to statewide versus non-statewide races.

Campaign Spending Commission shall hold public hearings on study findings and recommendations before submitting its report.

Commission must report findings and recommendations to the Legislature no later than twenty days prior to the 2021 regular session.
