Amends Section 346-53, Hawaii Revised Statutes, to modify state supplemental payment rates for domiciliary care in licensed developmental disabilities homes, community care foster family homes, and certified adult foster homes, with specific payment ceilings to be determined for facility types I and II (previous amounts of $651.90 and $759.90 are struck).

Amends Section 346D-4.5, Hawaii Revised Statutes, to modify the monthly needs allowance supplemental payment for individuals in foster homes and long-term care facilities, with the specific dollar amount to be determined (previous amount of $50 per month is struck).

Allows operators of residences or facilities to spend allowance moneys on behalf of incapacitated clients with written accounting.

Takes effect on December 31, 2059.
