Directs the Department of Business, Economic Development and Tourism in partnership with the Department of Land and Natural Resources to create a State of Hawaii visitor information pamphlet for distribution to incoming airline and vessel passengers.

Requires the pamphlet to include information on protected species, safe hiking practices, water and shoreline safety, trespassing on state land, and hotlines for various state agencies.

Mandates transportation companies distribute the visitor information pamphlet along with the plant and animal declaration form to all passengers, officers, and crew members prior to debarkation.

Appropriates funds for fiscal year 2020-2021 to prepare the Hawaii State Visitor Information Pamphlet (amount to be determined).

Amends Hawaii Revised Statutes Section 150A-5 to establish the visitor information pamphlet as an official document distributed during the quarantine and inspection process for incoming travelers.
