HB 2630 Summary

• Transfers the Oahu regional health care system from the Hawaii Health Systems Corporation to the Department of Health, effective July 1, 2050.

• Reduces Hawaii Health Systems Corporation regional systems from five to four by removing Oahu, and allows real property to transition to the Department of Health when transfer occurs under department control.

• Transfers Oahu region budget, position count, and all employees to the Department of Health on June 30, 2020, with employees retaining civil service status, seniority, salary, leave credits, and all existing benefits.

• Establishes a transition working group with representatives from the Department of Health, Oahu regional system, Hawaii Health Systems Corporation, and various state agencies to manage the transfer and develop necessary policies, procedures, and additional legislation.

• Requires the working group to submit an interim report to the legislature by twenty days before the 2021 regular session and a final report documenting completion of the transfer, with the working group dissolving by June 30, 2022.
