Amends Section 134-2, Hawaii Revised Statutes to require the chief of police to conduct a mandatory review of an applicant's mental health records prior to issuing a firearm permit.

Mental health records subject to review include court-mandated treatment for anger management or domestic violence counseling.

Applicants must sign a waiver at the time of application granting the chief of police access to records bearing on their mental health.

The chief of police must attest that the mental health records review has been completed before the permit can be issued.

Takes effect upon approval.
