• Authorizes the Governor to issue a "proclamation of pre-disaster necessity" without requiring an imminent threat of disaster to assist foodbanking organizations in maintaining minimum food stocks for emergencies.

• Allows expenditure of up to $2,500,000 per fiscal year from the major disaster fund for foodbank food stock maintenance purposes when a pre-disaster necessity proclamation is issued.

• Establishes that the administrator shall set minimum food stock levels for approved foodbanking organizations without following Chapter 91 procedures.

• Changes the major disaster fund expenditure limit from discretionary ("may") to mandatory ("shall not expend") in excess of $10,000,000 for a single emergency or disaster event.

• Allows unspent funding under $2,500,000 to roll over to the next fiscal year to support future emergencies and disasters; effective July 1, 2050.
