HB 2633 Summary

• Authorizes licensed medical cannabis dispensaries to distribute cannabis propagules and cuttings to qualifying patients and primary caregivers authorized to cultivate medical cannabis.

• Defines "propagule" as any part of a cannabis plant that can be used to grow a new plant and "cutting" as a cannabis plant stem cut off for rooting and growing into a new plant.

• Limits qualifying patients and primary caregivers to purchasing no more than five propagules or cuttings within 15 consecutive days, or ten within 30 consecutive days.

• Requires all propagules and cuttings sold by dispensaries to undergo laboratory testing for residual pesticides and heavy metals, with distribution prohibited if any contaminants are detected.

• Takes effect on July 1, 2050.
