Establishes a task force within the Department of Business, Economic Development, and Tourism to study the feasibility of controlled legalized gambling in Hawaii, including offshore gambling and a state lottery system.

Task force is charged with examining two casinos in West Oahu through a public-private partnership, a club card system for controlled access, and other legalized gambling forms as revenue sources for teacher and police officer pay raises.

Task force membership includes representatives from the legislature, state departments, Honolulu Police Department, Hawaii State Teachers Association, State of Hawaii Organization of Police Officers, Hawaiian Airlines, five Las Vegas casinos, and a neighborhood board.

Director of Business, Economic Development, and Tourism must submit findings and recommendations to the legislature no later than twenty days before the 2021 regular session convening.

Task force dissolves June 30, 2021, with members receiving expense reimbursement but no compensation.
