Amends Hawaii Revised Statutes Section 386-94 to remove guidelines that directors, appeals boards, and courts must consider when approving attorney's fees in workers' compensation cases.

Eliminates the requirement to consider factors such as attorney skill and experience, case complexity, novelty of issues, comparable fee awards, benefits obtained for claimants, and customary hourly rates.

Removes the mandate that "reasonable attorney's fees shall be awarded" in all cases.

Retains requirements that all fee claims must be approved by the director, appellate board, or court, and that approved fees become a lien on compensation.

Takes effect upon approval.
