Amends Section 431:10C-304, Hawaii Revised Statutes, regarding personal injury protection (PIP) benefits obligations under motor vehicle insurance policies.

Clarifies that "reasonable proof" for PIP claims must include medical documentation in addition to proof of fact and amount of benefits accrued.

Removes the existing interest rate of "one and one-half per cent per month" on unpaid PIP benefits (amount to be determined separately).

Establishes a new monthly penalty on insurers for unpaid PIP benefits claims (specific penalty amount to be filled in).

Takes effect on July 1, 2020.
