Prohibits the Department of Health from issuing or renewing air permits for coal-burning electricity generation facilities after December 31, 2022, with existing permits required to cease coal burning by that date.

Cites coal as the largest source of global carbon dioxide emissions and notes it accounts for 70 percent of the nation's mercury emissions, which poses health risks including birth defects.

References Hawaii's prior commitments to 100 percent renewable energy by 2045 and carbon neutrality by 2045 as justification for eliminating coal power.

Effective date is July 1, 2050.
