• Amends Section 286-41 of Hawaii Revised Statutes to clarify that electronic motor vehicle registration authorization extends to all types of motor vehicles, intermodal equipment, and trailers.

• Allows the director of finance to authorize electronic methods for initial registration and registration renewal, including acceptance of supplemental documents in electronic form.

• Maintains existing requirements that registration applications include owner information, vehicle description, serial/motor number, and other information as required by the director.

• Takes effect January 1, 2021.
