HB 2676 - Reproductive Health Care Coverage

• Requires all health insurers, mutual benefit societies, and health maintenance organizations to provide comprehensive coverage for reproductive health services without cost-sharing, including abortion, contraceptives, family planning counseling, and related preventive care.

• Mandates coverage for 14 categories of preventive services for women including well-woman visits, STI screening and counseling, cancer screenings, mental health screening, folic acid supplements, breastfeeding support, voluntary sterilization, and pre/post-exposure prophylaxis.

• Prohibits discrimination in reproductive health care coverage based on race, color, national origin, sex, gender identity, sexual orientation, age, or disability.

• Eliminates copayments, coinsurance, and deductibles for covered reproductive health services, except where necessary to maintain eligibility for health savings accounts under federal law.

• Applies to all health insurance plans issued or renewed on or after March 15, 2021, with an effective date of July 1, 2050.
