Adds new condition (7) to Section 208 of the Hawaiian Homes Commission Act prohibiting lessees from installing or operating windmills, wind turbines, or other wind energy devices that convert wind to electrical energy on leased tracts.

Amends Section 205-4.5(a)(15) of Hawaii Revised Statutes to require any wind energy facility generating one megawatt or more to be located at least 15 miles from Hawaiian home lands, measured from the center of the nearest wind turbine generator to the nearest tract of Hawaiian home lands.

Renumbers existing conditions in Section 208 of the Hawaiian Homes Commission Act, changing paragraphs (7) and (8) to (8) and (9) respectively to accommodate the new windmill prohibition.

Applies effective date upon approval of the Act with no retroactive effect on rights, duties, penalties, or proceedings that occurred before enactment.
