Prohibits lessees under the Hawaiian Homes Commission Act from operating a commercial landfill on their leased tract, permitting its operation, or allowing solid waste disposal for commercial purposes.

Bars the Department of Health from issuing permits for new municipal solid waste landfill units located within 15 miles of any Hawaiian home lands, measured from the nearest point of the landfill to the nearest tract of Hawaiian home lands.

Amends Section 208 of the Hawaiian Homes Commission Act, 1920 to add the commercial landfill prohibition as a condition of lease.

Amends Section 342H-52 of the Hawaii Revised Statutes to add the 15-mile buffer zone restriction around Hawaiian home lands for new municipal solid waste landfill permits.

Takes effect upon approval; does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
