Establishes a "No Time to Lose Commission" to examine how Hawaii's public schools can achieve international competitiveness by studying high-performing education systems.

Commission shall examine access to quality early-learning for three- and four-year-olds, internationally benchmarked curricula, career and technical education with computer science in all high schools, and needs-based funding allocation.

Commission membership includes representatives from the legislature, superintendent, Hawaii Executive Boards, early learning board, charter school commission, University of Hawaii College of Education, parent-teacher organizations, Hawaii Community Foundation, Hawaii Institute for Public Affairs, and teacher unions.

Commission is exempt from sunshine law requirements but must post meeting minutes publicly; shall submit findings to the legislature and school administrators no later than twenty days before the 2021 legislative session, with annual updates thereafter.

Appropriates unspecified general revenue funds for fiscal year 2020-2021 to support commission operations; effective date is July 1, 2050.
