HB 2699 Summary

• Establishes clean ground transportation goals requiring 30% of state light-duty motor vehicle fleets powered by renewable energy by December 31, 2025; 60% by December 31, 2030; and 100% by December 31, 2035.

• Requires state agencies to prioritize purchasing electric, plug-in hybrid electric, fuel cell electric vehicles, and other alternative fuel vehicles for light-duty and medium/heavy-duty vehicles when feasible and cost-effective.

• Mandates vehicles not be larger than necessary for their intended functions and requires inclusion of excluded or transferred vehicles in calculations toward clean transportation goals.

• Amends the Hawaii Energy Code to require agencies plan and coordinate vehicle acquisitions to meet the staggered renewable energy targets through 2035.

• Effective July 1, 2050, despite establishing vehicle fleet transition goals targeting completion by 2035.
