Establishes a net-zero energy goal for all Department of Land and Natural Resources (DLNR) facilities by January 1, 2035, requiring the department to produce as much energy as it consumes.

Establishes a net-zero energy goal for all Hawaii state judiciary facilities by January 1, 2035, with the same requirement to produce as much energy as consumed.

Requires DLNR and the judiciary to achieve 100 percent water reclamation for non-potable uses across all their facilities by December 31, 2045.

Mandates both DLNR and the judiciary to establish benchmarks based on 2020-2021 fiscal year consumption and submit annual progress reports to the legislature at least 20 days before each regular session.

Takes effect July 1, 2050.
