Authorizes each county to adopt ordinances to enforce section 291-71 requirements regarding electric vehicles, including establishing penalties for non-compliance or failure to maintain charging stations in working order.

Allows law enforcement officers and commissioned volunteer enforcement officers to access private property to enforce electric vehicle parking space violations.

Clarifies that volunteer enforcement officers may only access private property if the parking lot contains a space required by section 291-71.

Takes effect on July 1, 2050.
