H.B. 2728 Summary

• Establishes a $5 surcharge on all overseas aircraft passenger tickets arriving and departing Hawaii, excluding inter-island flights.

• Creates the "Blue Lives Matter special fund" administered by the Police Commission to receive surcharge revenues for police officer recruitment and retention.

• Directs surcharge proceeds be collected by the Department of Taxation and deposited into the special fund, in addition to other appropriated police funding.

• Exempts the Blue Lives Matter special fund from certain state fund transfer and reversion requirements under sections 36-27, 36-30, and 37-53.

• Requires the Police Commission to report to the legislature on special fund receipts and expenditures no later than 20 days before each regular legislative session convenes.
