Establishes the Ka Iwi coast state park administered by the Department of Land and Natural Resources, encompassing lands spanning Wawamalu to Makapuu on Oahu identified by specific tax map key numbers.

Designates all land within or added to the state park as conservation land, automatically converting any land with a different designation to conservation status.

Requires that land in the Ka Iwi coast state park be preserved in perpetuity in its wild and natural state.

Establishes two new full-time positions within DLNR: one park caretaker III and one interpretive specialist to support the park's administration.

Appropriates funds from general revenues for fiscal year 2020-2021 for design, construction, planning, and establishment of the park, with requirements to incorporate prior Maunalua-Makapuu scenic byway and Ka Iwi coast master plans and include relevant stakeholders; effective date July 1, 2050.
