Requires all state agencies to maintain a website listing open contested cases that are not confidential by law, effective January 1, 2024.

Mandates agencies provide online access to non-confidential documents filed in contested cases, with timely uploads and appropriate redaction of personal information.

Establishes a subscription-based email notification system allowing interested parties to receive notice of all filings in contested case proceedings.

Deems web-based notification system to satisfy legal certification of service requirements only for parties who have subscribed to the service.

Effective date is January 1, 2050 (note: website and notification requirements take effect January 1, 2024).
