Extends firearms safety and training requirements to all firearm acquisitions, not just pistols and revolvers, requiring completion of an approved hunter education course, law enforcement firearms safety course, or certified firearms instructor training course.

Certified firearms instructor courses must include at least two hours of firing range training and four hours of classroom instruction covering safe handling, storage, firearm safety in the home, and Hawaii firearm laws.

Eliminates permits for aliens to acquire firearms for hunting or sport-shooting contests; only allows aliens who are state law enforcement officers to obtain permits.

Requires law enforcement officers who are aliens to transfer firearm ownership within 48 hours of terminating employment with a law enforcement agency.

Takes effect upon approval; does not affect rights, duties, or proceedings that existed before the Act's effective date.
